Specific objective

The specific objectives of this assessment/ ex post monitoring are to:

  1. Assess the impact, effectiveness, efficiency, relevance, visibility and sustainability of a sample of grant schemes project financed by IPA and EIDHR and supply contracts financed under IPA;
  2. Provide lesson learned and recommendations for decision-makers on improvements of sustainability of completed projects and lesson learned for the design of future programmes;
  3. Propose measurable policy objectives and related measurable indicators for the future assistance based on results on impact achieved under the current assistance.

The Expert:

  • Carry out assessment of the progress made towards the intended impact of the projects at the time of the assessment, including the impact and achievements so far. Assessment will cover a sample of EU financial assistance projects provided under IPA Programme (Components I, II, III and IV) implemented under both centralised and decentralised modes and EIDHR. The particular focus will be on effectiveness, impact and sustainability of financial assistance of completed projects for Grant Contracts during period 2013 – 2015 and for Supply contracts for period 2008 – 2015
  • Draw out the lessons learned by all stakeholders to provide guidance and recommendations for effective implementation of the remaining programme period. Assessment will focus on support provided by the EU in order to gain a full understanding of EU interventions, and particularly where and why they have worked well, and where and why they have worked less well. On that basis, the assignment will provide relevant recommendations to improve the design, programming, visibility and implementation of EU interventions, with the view to improving their relevance, efficiency, effectiveness, impact and sustainability. The level of focus will include contract and project level.
  • Carry out assessment of the design and planning documents of the relevant Grant Schemes and identify any modifications that could realistically improve the likelihood of greater programme impact and could provide with lessons learned and recommendations for the future.

Global objective

The overall objective of the Operation is to improve the overall quality of services for all passengers, to increase technical standards and quality of the railway stations, according to the best EU practices and overall interest for travelling by train.

 

Specific objective

The specific objective of this assignment is overall supervision of the Works Contract/s on rehabilitation, upgrading and reconstruction of 10 railway stations along the Corridor 10 and branch 10 - D according to the EU best practices, (EuropeAid/135077/D/WKS/MK) sorted into 4 lots as follows:

  • Lot 1- Rehabilitation, upgrading and reconstruction of the Veles, Chashka and Bogomila Railway Stations
  • Lot 2 – Rehabilitation, upgrading and reconstruction of the Prilep and Bitola Railway Stations

  • For this purpose, contract foresees renovation of all major facilities of the railway stations, including platforms with special attention given to improvement of accessibility for the people with disabilities or reduced mobility. Detailed designs anticipate replacement and upgrading of all services: water supply, sewerage systems, electrical installation including indoor and outdoor lighting of railway stations, installation for heating and cooling systems, fire protection system, passenger information system, increasing accessibility for freight transport and accessibility and connectivity with the road transport (public and individual)

     

    Services provided:

    The assignment is to be executed in two phases: Inception phase and Implementation phase and Defects liability period.

    During the Inception phase, the Framework Contractor/Supervisor shall carry out all necessary project start-up activities including among other: identify and establish contacts with all relevant stakeholders, and collect necessary data for development of methodology and work programme for project implementation.

    The Implementation phase - During this period the experts shall coordinate the activities with the Works Contractors, Beneficiary and other relevant stakeholders, in order to ensure smooth implementation of the foreseen works.

    Project description:

    In November 2007 the Serbian Government initiated the agreed text of the Stabilization and Association Agreement (SAA) with the EU. The SAA negotiations with Serbia followed the break-up of the Union of Serbia and Montenegro in 2006 which led to the opening of separate negotiations with each of the former Republics. The overall objective of the project is to upgrade Serbia’s institutional capacity to be able to carry out the process of translation of the Acquis in the Serbian language in order to facilitate the compliance with the requirements of the SAA and of the EU Acquis. The Project purpose is to develop a modern and efficient TCU in the SEIO that is able to manage and coordinate the process of translation of the Acquis.

    The expected results of the Project are:

    a) Strategic Plan for the preparation of the national version of the Acquis, including the organisation and systemisation of the TCU, adopted and implemented;
    b) TCU IT development and training plan designed
    c) The quality of the translation, terminology and legal revision work is increased;
    d) TCU staff and other relevant members of Serbian administration are trained in the key skills necessary to carry out their tasks concerning translation, revision and terminology including use of relevant translation and terminology databases.

    Project description:

    The EC Assistance in BiH is de-concentrated, but it is not de-centralized, and therefore programme implementation management rests with the EC Delegation. The preparation for DIS system started with a correct and smooth dialog between the BiH beneficiaries and the Delegation. The majority of beneficiary interlocutors involved in the abovementioned process do not speak English. To achieve this, translation/interpretation between Delegation and beneficiary stakeholders is a first pre-requisite.

    The OVERALL OBJECTIVE of the project is to maximize efficiency and sustainable impact of the utilization of the EC Assistance to BiH. The PROJECT PURPOSE is to increase effectiveness and impact of the participation of BiH beneficiaries and other BiH stakeholders in EC programming, project design and other operational activities.

    The EXPECTED RESULTS of the Project were:

    a) Number of documents translated,
    b) meetings and workshops for which interpretation English/local language and vice versa were provided to a satisfactory level as gauged by the users of translated documents and/or participants of the events;
    c) Improved quality of the comprehension of communication between the Delegation and its beneficiary stakeholders, and the improved efficiency of the delivery of the same.

    Project description:

    The overall objective of the project was to increase of the General understanding of the EU and its Member States, and increase of knowledge about the importance of Europe Day for today’s European Union. The specific objective was to increase knowledge about Europe Day, the functioning of the European Union, and the characteristics of its member States (cultures, languages, customs, natural beauties, etc) among primary school students in the city of Veles, and increased knowledge about Europe day, the European Union and the EU Member States among the General public. Results were as follows:
    a) organising the Europe Day gathering in the city of Veles in cooperation with the municipality and EU Member States (exhibition stands and musical programme);
    b) publishing the event together with the Delegation and the Municipality of Veles (announcements in local media, production and distribution of printed materials, etc).
